Cancelled VAT refund rate 13% on exported activated carbons

As of 1^st July, 2007, China Ministry of Finance cancelled the 13% value added tax refund on all exported activated carbons and regarded the exported activated carbons as domestic sales to levy 17% value added tax, by which, China began to limit the export of activated carbons because most of them are produced from non-regenerated natural resource of coals.
